What is the GENIUS Act and how will it reshape U.S. financial infrastructure?

July 7, 2025

The GENIUS Act is the first major U.S. crypto legislation to pass the Senate. It formally defines payment stablecoins and clears a path for banks and institutions to use them. Innovo already built for this future, embedding stablecoin settlement into environmental markets infrastructure.

What Is the GENIUS Act?

On June 17, the U.S. Senate passed the GENIUS Act. The Guiding and Establishing National Innovation for U.S. Stablecoins Act, or GENIUS Act, finally defines and brings clarity to stablecoins.

A stablecoin, under the bill, is a digital asset meant for payments or settlement. It must hold a steady value, pegged to money, and be redeemable by the issuer at a fixed rate. In short, if it behaves like cash and holds steady, it fits.

The Senate passed it 68 to 30. It clears the path for banks, platforms, and financial institutions to start using stablecoins for real payments and clearing, something many were reluctant to do without legal clarity.

According to Treasury Secretary Scott Bessent, this new framework could grow the U.S. dollar-backed stablecoin market from its current size to nearly $2 trillion by 2035.

Why does it matter?

It represents a bipartisan milestone bringing long-awaited regulatory clarity to stablecoins. It opens the door for regulated institutions to adopt blockchain-based settlement.

As the first serious crypto legislation to make it through the Senate, it allows stablecoins to be usable at scale by the institutions that actually move markets. For the first time, U.S. federal policy explicitly recognizes payment stablecoins as legitimate rails for commerce, settlement, and value transfer.

Blockchain was never just about cryptocurrency. The real promise was programmable value, settlement as a service, and markets that run without the mess of reconciliation after every trade. But big institutions weren’t going to touch it without regulation.

The GENIUS Act delivered that. It didn’t just check a legal box, it gave the green light to build systems that can finally scale.

How does it apply to energy markets?

The GENIUS Act makes the financial plumbing smarter. For the energy transition to scale, capital needs to move faster and clearer. That’s what stablecoin-based settlement delivers.

In infrastructure-heavy sectors like energy and environmental markets, old systems have made modern capital allocation unnecessarily hard.

Whether you're trading renewable energy credits, settling transactions in energy markets, or moving carbon offsets, stablecoins offer a functioning and faster modern market than legacy systems. What used to take days can now take minutes and what used to require a dozen back-office hands can now happen on-chain with full transparency.

Who should care?

Any business that deals with large-scale transactions, complex supply chains, or financial settlements should pay attention. The GENIUS Act clears regulatory hurdles, letting these players use stablecoins for faster, cheaper, and more transparent settlements.

For companies looking to reduce risk, free up capital, or improve auditability, this is a game changer. If you're a corporate energy buyer, a project developer, or an institution active in clean energy markets, you know that traceability and timing matter more than anything else.

What does this mean for Innovo?

GENIUS make have just legitimized stablecoins, but we have already operationalized it At Innovo, we built stablecoin settlement directly into our digital infrastructure, so all energy transactions on our platform experience a new way of settlement and finance.

We’re bringing liquidity, transparency, and speed to historically slow and fragmented infrastructure.

Buyers and sellers get immediate finality. No more waiting around for confirmations or navigating a maze of back-office steps.

Faster clearing reduces counterparty risk. The trade settles, the risk closes. It also frees up capital. When you’re not locking up funds for days at a time, you can put that money to work elsewhere, sooner.

Every transaction is recorded on-chain, which means the audit trail is automatic and tamper-proof.

We’ve cut both the cost and complexity of the entire settlement process. Less coordination, fewer fees, simpler execution.

How is infrastructure innovation?

The deeper story around the GENIUS Act and what it means for stablecoins is in its infrastructure: how markets settle and how value moves. They replace outdated clearing systems with real-time, programmable settlement. That’s not cosmetic change.

It’s the difference between manual transaction and having them close automatically with audit trails baked in.

The GENIUS Act gave innovators the tools to build. At Innovo, we’ve already delivered.

If you’re an energy buyer, developer, or institutional participant looking to modernize how you settle, report, and trade clean energy assets, let’s talk.

We’re building the next era of energy markets to be faster, smarter, and more secure.
